FULL PENSION ON 10 (TEN) YEAR SERVICE

The Central Pension Accounting Office under Ministry of Finance has issued a new clarification on 13th June 2016 making it very clear that

1. All those pensioners who were drawing monthly pension after completion of 10 years qualifying service before 1-1-2006 are eligible for benefit in term of OM dated 6-4-2016.

2. These orders are not applicable to those absorbee pensioners who had got 100% lump-sum in lieu of their monthly pension on absorption in PSUs etc during 1973-1995. (No such people in BSNL).

3. Absorbee pensioners who are receiving full monthly pension would continue to be covered by the OM dated 1-9-2008 and 6-4-2016. (This includes BSNL retirees)

Hence it is now very clear that all the pensioners who retired with less than 33 years of qualifying but with at least 10 years service are eligible to get full normal pension, even if they were getting more than the minimum pension.

.BSNL retirees are also eligible to get it. There is no doubt in the above order from CPAO as DoT created some doubt in its OM dated 3-6-2016.

78.2% IDA MERGER ISSUE:


The file pertains to 78.2% IDA Merger issue has been cleared by DOT, Secretary and the same will be sent to Cabinet Secretariat shortly for further action.


THIRD PAY REVISION COMMITTEE

The Department of Public Enterprises has constituted Third Pay Revision Committee:

Retired Justice Satish Chandra is the Chairman. Retired IAS officer Jugal Mohapatra, Economist Prof. Manoj Panda and retired NTPC Officer Shailendra Pal Singh are members. PRC has to submit report within six months and same will come to effect from 1-1-2017.

De-linking of 33 Years of Qualifying Service for grant of Full Pension:



DOT has issued clarification on 03.06.2016 stating that the De-linking of 33 years of Q.S for grant of full pension will be applicable to BSNL Pensioners also.

It is learnt the file is with DOT, Secretary for his signature. Let us hope, the file will be cleared by him during next week, then it will go to Cabinet Secretariat.

28th SCOVA MEETING POSTPONED TO 27TH JUNE, 2016

Department of Pension and Pensioners’ Welfare, has issued notification for postponement of 28th Meeting of Standing Committee of Voluntary Agencies (SCOVA) scheduled to be held on 16th May 2016 to 27th June 2016 .

 

IDA MERGER ISSUE 78.2%:

As we understand,  on Friday, 06.05.2016, itself the Cabinet Memo has been sent to the 
Cabinet Secretariat and PMO by the Pension cell of DOT.
 It contains the following proposal for approval of the Union Cabinet :
 1)      For Pre 2007 Pensioners: Their pension will be notionally revised by merging 78.2% IDA as on 1-1-2007 but the revised pension will be actually paid from 10-06-2013

2)      For Post 2007 Pensioners: Their pay will be notionally revised from 1-1-2007, which will also revise their last pay drawn notionally. The pension will be revised accordingly from their date of retirement but will be actually paid from 10-06-2013.

 3)  Annulment of following provision which was earlier approved in 2005 by the Cabinet:
 “the annual pension liability of the government in respect of employees of DoT/DTS/DTO who retired prior to 1.10.2000 and those who have worked or working in BSNL on deemed deputation and for those who are absorbed in BSNL, shall not exceed 60% of annual receipts to the Government from (i) Dividend income from MTNL/BSNL, (ii) Licence fee from MTNL/BSNL, and (iii) Corporate Tax/Excise Duty/Service tax paid by BSNL. If the annual pension liability exceeds the figure 60%, the balance amount is to be paid by BSNL.”
