AUAB MEETING WITH THE SECRETARY DOT 


A meeting between Ms.Aruna Sundararajan, Secretary, Telecom and the All Unions and Associations of BSNL(AUAB) was held on 02.11.2018.

At the outset, the representatives of the AUAB pointed out that DoT failed to take appropriate action to implement the assurances given by the Hon’ble MoS(C) in the meeting held on 24-02-2018, in view of which the AUAB has been compelled to go on agitational programme.

 On the 3rd Pay Revision issue, the Secretary, Telecom assured that the Cabinet Note, for getting the approval of the Cabinet, would be sent at the earliest. The AUAB pointed out that within three months the Pay Revision issue has to be settled fully, otherwise, Parliament elections would be announced, settlement of Pay Revision would become difficult. Secretary informed that some queries are there, it will be raised by DoT to BSNL in a week time. As and when BSNL replies, it will be processed. AUAB demanded the formalities of Cabinet memo to be completed before this month. Secretary, Telecom assured to act fast.

On the issues of allotment of 4G spectrum, Payment of Pension Contribution on the actual basic pay and Pension Revision issues, very useful discussion took place. On the 4G issue, the Cabinet Note has been sent for inter-ministerial consultation, and soon it will go for the approval of the Cabinet.

 On the issue of Payment of Pension Contribution on actual basic pay instead of maximum of the pay scale, the matter is being recommended for the approval of the Department of Expenditure, with a positive note of the DoT, by next week.

 On the Pension Revision of BSNL retirees, the Secretary Telecom appeared to be convinced with the arguments of the AUAB, that it should not be linked with the Pay Revision of the serving employees. She directed the Member (Services) to immediately discuss the issue with her.

DPE 135.6% IDA REVISION ORDER ENDORSED BY  BSNL 

DPE revision orders for 135.6% IDA with effect from 1.10.2018 is endorsed by BSNL Corporate office vide No.14-1/2012-PAT(BSNL) dt.9.10.2018 to all concerned offices.

 JOINT COMMITTEE MEETING ON WAGE REVISION OF NON-EXECUTIVES.  AGREEMENT ON PAYSCALES - DEADLOCK DUE TO  HRA FREEZING PROPOSAL.

As per BSNLEU Union website Joint Committee Meeting on Wage Revision for Non-Executives was held on 9.10.2018.  The demand of the Staff to increase the maximum of NE 4 and NE 5 pay scales, was not accepted by the Management Side. Hence, the pay scales proposed by the Management Side, in the meeting held on 10.09.2018, were agreed upon.

 As the first item, discussion on Revision of HRA started. The Management Side stated that, the BSNL Board had already sent proposal to the DoT, on the pay revision of the Executives, wherein payment of HRA is frozen as of 31.12.2016. They also stated that the same would be made applicable for the Non-Executives also. It means, HRA revision will not be given to the Non-Executives, and whatever HRA is being drawn now, would continue. The Management Side justified this, by citing the Company’s weak financial position. They also stated that, if HRA Revision, which comes to Rs.570 crores, is also included in the proposal for Wage Revision, then the DoT would not give it’s approval for the Wage Revision. However, the Staff Side unanimously and strongly rejected the proposal of the Management Side and stated that they would not surrender HRA Revision. They told in one voice that, HRA is part of pay and hence it should not be frozen. They strongly demanded that HRA of the Non-Executives should be revised based on the new pay. Department of Public Enterprises has issued  orders vide No.W-02/0002/2014-DPE-GL-XXIV/18 dt.3.10.2018 for enhanced IDA @ 135.6% with effect from 1.10.2018.

7TH ANNUAL GENERAL MEETING AT TRICHY

7TH AGM WAS HELD AT TRICHY AT  HOTEL HIGH POINT, No.9, MANGALAM TOWERS, REYMOLDS ROAD, CANTONMENT, TRICHY-1. ON 28.09.2018 WITH USUAL FANFARE. MEMBERS ATTENDED THE MEETING IN LARGE NUMBERS WITH ENTHUSIASM.

SHRI N.VENKATARAMANI, CONFERENCE CHAIRMAN WELCOMED THE GATHERING. SHRI R.DURAISAMY,  PRESIDENT PRESIDED OVER THE MEETING. ANNUAL REPORT FOR THE YEAR 2017-2018 AND ANNUAL ACCOUNTS FOR THE YEAR 2017-18 WERE READOUT WHICH WERE UNANIMOUSLY ADOPTED BY THE AUGUST HOUSE. MEMBERS EXPRESSED THEIR GRIEVANCES OVER VARIOUS ISSUES.  SHRI V.R.SHRIDHARAN , ASSISTANT TREASURER WAS APPOINTED BY THE CONFERENCE AS TREASURER IN VIEW  OF SHRI K.R.PALANISAMY, TREASURER TENDERED HIS RESIGNATION ON PERSONAL GROUNDS.   IT WAS DECIDED TO CONDUCT THE NEXT ANNUAL GENERAL MEETING  AT MADURAI.

ALL DISTINGUISHED GUEST AND MEMBERS FELICITATED  THE CONFERENCE. SHRI S.RADHAKRISHNAN  DISTRICT SECRETARY, SNEA, CIVIL DIVISION, CHENNAI AND SHRI G.VASUDEVAN DGM RETD BSNL  ADDRESSED THE GATHERING  AND EXPRESSED THEIR ANGUISH OVER THE  PATHETIC FINANCIAL POSITION OF BSNL
